Pamela bore Steel two sons. Michelle bore him a daughter. Although he was closer to Pamela, Steel married Michelle - pressurised by Vera Smith, her mother. This was the cause of his downfall. Pamela was used by the police to put Steel "into the frame" when they arrested him - 18 months after he had left her with their two small children
